I went through the instructions on the link in post #2, with one major difference: In Device Manager, Display Adapters, right-click and select "Update driver", selecting "Browse my computer.", don't select the driver because it's been corrupted by updates. Updated the computer to 21H2 and the dumbed-down Microsoft basic video driver was there. If I run into problems when trying to use external displays after booting without one, I'll post back here. This is important because, when using a projector to make a presentation, you need to be able to drive the projector display, not the laptop display, and booting to do this is less than convenient. I will need to boot without the KVM switch to see what's up there, and to see if it will see and switch to the external display. My previous settings in the display driver were to always use an attached display when one was present. I did notice one odd reading: in Settings -> System -> Display, while on KVM switch, I clicked around and find that Settings "sees" only the display on the KVM switch, not the built-in display. Apparently, the driver rollback to unusability of KB5006738 for this hardware was a glitch. Just installed WU KB5007186 on my old laptop, and it installed just fine, and it works with my KVM switch, and all the graphics resolutions are there.

Now I can finally turn off the underscan using AMD Vision Engine Control. Go to device manager -> Display Adaptors -> ATI Radeon HD 4250, Right click and select Update Driver Software. My solution: Grab AMD_Catalyst_13.4_Legacy_Beta_Vista_Win7_Win8 from the internet. Installing AMD Vision Engine Control doesn't work as it doesn't recoginise the driver Microsoft installs and therefore the automatic underscaling that occurs can't be turned off. Microsoft seem to have finally solved most of the issues with the latest build but unfortunately the underscaling on a HDTV problem still remains for the moment.
